The Indonesia-Aotearoa New Zealand Geothermal Energy Programme (PINZ)

About PINZ 

New Zealand and Indonesia have a long-standing partnership in the geothermal sector. Building on this is the newly established Indonesia-Aotearoa New Zealand Geothermal Energy Programme (PINZ) for 2024–2029, a five-year partnership between the New Zealand Ministry of Foreign Affairs and Trade, Manatū Aorere (MFAT) and the Indonesian Ministry of Energy and Mineral Resources (MEMR).

Under MFAT’s International Development Cooperation (IDC), PINZ will deliver NZD15.64 million in geothermal technical assistance, building on the success of MFAT’s previous IDC geothermal support programmes: Acceleration of Geothermal Development in Indonesia Activity (Geo-INZ), and NZ Support for Technical Training in the Indonesia Geothermal Sector (NZSTIGS).

PINZ will support Indonesia to maximise potential from its geothermal resources, enhance sustainable economic development and Indonesia’s ability to meet the country’s net zero emission target in energy sector 2060. It will invest in human capacity and skills development, and inclusive and sustainable development of the geothermal sector. Drawing on the breadth of New Zealand’s technical expertise, PINZ will prioritise local ownership and sustainability, and provide a flexible response to emerging needs.

As a central pillar of MFAT’s broader IDC Renewable Energy partnership with the Government of Indonesia, PINZ will work alongside other initiatives focused on expanding energy access and addressing related policy issues. The long-term outcomes of the PINZ programme include:

  • Indonesia’s geothermal potential for power and heat supply is developed
  • Indonesia’s geothermal sector has the skills and experience to meet its increasing demand for technical services
  • Geothermal sector partnerships between Indonesia and New Zealand are mutually beneficial and enduring.

The Scope of PINZ 

Areas of support

PINZ will deliver technical assistance and capacity building services, within the scope of the following three areas (the Components):

  • Component 1: Sector policy, regulation and planning support.
    This Component will provide technical inputs for geothermal sector planning, policy settings, regulations and standards.

  • Component 2: Technical support, capacity building and results evaluation for exploration and project preparation for GoI-led geothermal development projects.
    This Component will provide targeted geoscience support for progressing geothermal exploration projects and preparing geothermal power and direct use projects for commercial development.

  • Component 3: Increasing geothermal workforce skills and capacity. 
    This Component will facilitate vocational training courses for geothermal technicians and plant operators delivered by selected Indonesian polytechnics, from curricula and training material previously developed. It will also provide geothermal related short course training and group workshops delivered in Indonesia to address gaps and introduce new relevant subjects.

PINZ Partners

PINZ will have key Government of Indonesia Partners including, but not limited to:

  • The Directorate General of New, Renewable, and Energy Conservation (EBTKE)
  • The Human Resources Development Agency (BPSDM) within Ministry of Energy and Mineral Resources (MEMR/ESDM)
  • Badan Geologi (The Geological Agency of Indonesia), state owned companies and geothermal developers undertaking geothermal exploration
  • Selected Indonesian universities, polytechnics and government training institutions.

PINZ will also work in close cooperation with a wider range of sector stakeholders from New Zealand and Indonesia, such as the New Zealand Geothermal Association, the Indonesian Geothermal Association (INAGA), Badan Perencanaan Pembangunan Nasional (BAPPENAS/The Ministry of National Development Planning), National Energy Council (DEN), and provincial government agencies.

Introducing the Programme Implementation Unit

How will the PIU work?

PINZ will be delivered and managed through a local Programme Implementation Unit (PIU), based in Jakarta, and providing quality end-to-end programme management, monitoring, reporting and communication services for PINZ, as well as all stakeholder and relationship management functions.

The PIU will be responsible for delivering all component-led geothermal technical support to the Government of Indonesia Partners. This will involve subcontracting a panel of geothermal experts, who will provide the core technical capabilities.

The PIU will be the key point of contact for all partners and stakeholders under PINZ, including subcontractors.

The PIU services are delivered by Tetra Tech International Development (Tetra Tech) who is currently undertaking inception activities. This involves assembling a pre-approved sub-contractor Panel of technical specialists to implement the three Components and deliver the technical support to Indonesia’s geothermal sector (the Panel). It is estimated that PINZ will be fully operational in early 2025.

Who makes up the core PIU team?

Programme Director: The Programme Director leads the strategic implementation of PIU, manages key stakeholder relationships, ensures effective governance, planning and reporting, and manages the performance of the PIU team.

Operations and Partnerships Manager: is responsible for overseeing the successful delivery of PINZ project activities day to day, while managing budgets, reporting, and stakeholder coordination.

Technical Advisors: Three Technical Advisors, responsible for each of the PINZ scope areas, will provide the required technical support and guidance to ensure the effectiveness of technical support delivered under PINZ. Responsibilities include identification of the technical workplans, supporting supplier selection (from the sub-contracted panel), supporting the PIU in stakeholder engagement, monitoring, overseeing, and facilitating the technical aspects of delivery and quality assurance as required.

The PIU is also supported by a local team with expertise across Gender & Social Inclusion, MERL, and Communications & Public Diplomacy.

The Panel of geothermal experts

What is the Panel?

The Panel is the PIU’s mechanism to efficiently engage geothermal experts to deliver core technical support (under each of the Component areas) to Indonesia’s geothermal sector, as identified through Indonesian Partner and stakeholder engagement.

What we will be looking for in Panel members

A broad range of geothermal expertise, within the three PINZ Component areas;

  • Sector policy, regulation and planning support;
  • Technical support and capacity building for planning, executing, recalibrating exploration drilling; and
  • Increasing geothermal workforce skills and capacity.

As well as the specific technical skillsets, we will also be seeking providers, who can demonstrate attributes, such as:

  • Strong cultural affinity to New Zealand
  • Experience from the New Zealand geothermal sector relevant to implementation of the Components
  • Pre-existing relationships or a proven track record of managing relationships within the New Zealand and Indonesian geothermal industries.

How to apply

The Panel will be established using a Request for Registration of Interest (RFROI) as a Notice of Procurement to identify and qualify Panel members. 
Interested suppliers will submit a Registration of Interest (RoI), which will be assessed against any pre-conditions, and a set evaluation criterion and subject to due diligence (more details to be released at a later date). The Panel will have an open-ended term, allowing additional expertise to be added as needed. 
 
Organisations wishing to register their interest in being on the PINZ Panel are invited to complete and email the Response form (MS Word) to pinz@tetratech.com by 8.00pm (NZDT) on Sunday 30 March 2025.

Please use the updated Response form which was revised on 13/03/2025, with the following changes summarized:

  1. Criterion 3, which previously carried a 10-point weighting and was titled "Pre-existing relationships or a proven track record of managing relationships within Indonesia’s GE industries" has been removed.
  2. A 10-point weighting has been added to Criterion 2, titled "In-depth expertise and experience from the Ao-NZ GE sector relevant to the implementation of the PINZ Components. This may include individuals and companies with strong connections to and experience in the Ao-NZ GE sector." The new weighting for this Criterion is 20 points.
  3. (3) Criterion 4, titled "Experience, expertise, and capability" has been renumbered to Criterion 3.

When and where this opportunity will be listed

The Notice of Procurement will be advertised mainly on this webpage, with further platforms to be announced (keep an eye on this page for any updates).

Contracting details

Suppliers that progress to the contracting stage will be provided a draft Master Service Agreement (MSA) for review. Where necessary, Tetra Tech and the Supplier may enter contractual negotiation.

The purpose of the MSA is to allow agreement on the general terms and conditions for the intended services, ahead of engagement for specific packages of work, when required. The aim of this form of contract is to form agreement on as many of the general terms as possible, to minimise the requirement for negotiation when proceeding with engagement for specific works (assignments) through a Work Order under the MSA.

Work Orders with defined values, detailed scope, dates etc will be used to engage a specific partner once they are selected for an assignment.

We are currently finalising the MSA template and will upload to this webpage shortly.

Note that there will be no opportunity for suppliers to pre-negotiate the terms of the MSA contract prior to being approved by MFAT for inclusion on the PINZ Panel. However, any queries can be communicated to PINZ@tetratech.com.

Frequently Asked Questions (FAQs)

How will Panel members be selected?

Registrations of interest from suppliers will be assessed by a PIU evaluation panel. The PIU, in consultation with MFAT, will determine the final composition of the Panel. The PIU will then progress to Due Diligence and Contracting with approved suppliers.

Who is the PIU contract entity?

Applicants who have been selected as members of the Panel will enter into a MSA with Tetra Tech International Development Pty Ltd.

Tetra Tech has been contracted by MFAT to deliver PINZ. Tetra Tech is a leading global development consulting firm, headquartered in the United States.

What are the sub-contracting arrangements?

An MSA will be the preferred contracting mechanism and includes the standard contract provisions (such as insurances, intellectual property, and the Work Order template).

Specific assignments will be detailed through a Work Order (subsidiary to the MSA), which will contain the objectives, deliverables, outputs, and budget for each assignment.

How will work be awarded to the Panel?

Assignments will be awarded to a member of the Panel, as needs are identified and approved for delivery. All assignments will be approved by MFAT prior to Work Orders being issued to Panel members.

The assignments will vary in size, complexity and value based on the specific requirements for delivery of the Component.

Each assignment will require a tailored and fit for purpose Work Order under the pre-established MSA.

When can members of the Panel expect to be contacted for assignments? What is the likely duration?

Assignments may commence at any time, the duration will vary. Some assignments will require a quick turnaround time or be short in nature, while others may require longer deeper engagement with the Government of Indonesia Partner involved to build a strong understanding of their needs.

Panel members will be contacted periodically to confirm their ongoing availability and interest.

Can members of the Panel be contacted for more than one assignment at a time?

Yes, though will be dependent on capacity, availability, and the specific assignment requirements from the Partners.

Where will assignments for Panel members be based?

Depending on assignment requirements, Panel assignments may be based in Indonesia or remotely, depending on the need.
